On 8 September 2026, the East Coast Investment Seminar, hosted by the Malaysian Investment Development Authority (MIDA), was held in Kuantan, Pahang. The seminar featured exchanges on industrial development, investment policy, infrastructure construction and the halal industry ecosystem in Malaysia's East Coast region, and included dedicated presentations on the New Incentive Framework (NIF), the East Coast Rail Link (ECRL) project and services supporting enterprises' investment landing. The seminar also set up business-consultation and institutional-matchmaking sessions, providing a platform for enterprises to learn about relevant policies and professional services.

Focusing on the New Incentive Framework: Enterprises going global need above all to "assess first, then decide"

本次研讨会重点介绍了马来西亚制造业新投资激励框架（NIF）的相关政策安排。根据会议所介绍的政策方向，符合条件的制造业新投资项目，可根据项目类型、产业贡献、所在地区及相关评审标准，申请相应的税收激励政策。相关激励包括特别税率（STR）以及投资税收免税额（ITA）等不同方式，具体适用条件、优惠幅度和执行期限，应以马来西亚主管部门正式政策文件和项目最终审核结果为准。

The seminar focused on the policy arrangements of Malaysia's New Incentive Framework (NIF) for the manufacturing sector. According to the policy direction presented at the seminar, eligible new manufacturing investment projects may apply for corresponding tax incentives depending on the type of project, its industrial contribution, the region concerned and the relevant assessment criteria. The incentives include a Special Tax Rate (STR) and an Investment Tax Allowance (ITA), among other approaches. The specific qualifying conditions, incentive levels and applicable periods should be subject to the official policy documents of Malaysia's competent authorities and the final assessment outcome of the project.

东海岸铁路（ECRL）也是本次研讨会的重要议题之一。ECRL 是马来西亚重要基础设施项目，规划连接马来半岛东西海岸。随着铁路项目持续推进，关丹港、东海岸铁路、公路网络及周边产业园区之间的协同效应正在受到越来越多投资者关注。

The East Coast Rail Link (ECRL) was another important topic at the seminar. The ECRL is a major infrastructure project in Malaysia, planned to connect the east and west coasts of the Malay Peninsula. As the railway project progresses, the synergy between the Kuantan Port, the ECRL, the road network and the surrounding industrial parks is attracting increasing attention from investors.

对于制造业、食品加工、仓储物流和出口型企业而言，区域交通基础设施的完善，有望进一步改善原材料运输、产品集散及港口进出口条件，为东海岸地区承接产业投资提供更好的基础设施支撑。

For manufacturing, food-processing, warehousing, logistics and export-oriented enterprises, the improvement of regional transport infrastructure is expected to further enhance raw-material transportation, product distribution and port import-and-export conditions, providing better infrastructure support for the East Coast region to host industrial investment.

The halal industry remains an important direction: Entering the market begins with resolving the "compliance" issue

The seminar also focused on the building of Malaysia's halal industry ecosystem. Malaysia has formed a relatively mature industrial base in halal standards, certification systems, industrial parks, food processing, logistics and supply chains, and international market connectivity. For Chinese food, agricultural-product-processing, consumer-goods and related manufacturing enterprises, Malaysia is both an important consumer market and a key window through which enterprises can learn the rules of the ASEAN and broader halal markets.
