As reported by Nanyang Siang Pau, Fengqi Group has signed a tripartite Memorandum of Understanding with UPM Holdings Sdn. Bhd. (UPMH) and the Tun Abdul Razak Education Foundation at the MDTC Technology Centre of Universiti Putra Malaysia, officially launching the Digital Halal Industrial Park project in Pahang. Covering approximately 700 acres, the park focuses on four pillar sectors — Halal food and beverages, Halal pharmaceuticals, Halal nutraceuticals, and Halal cosmetics — with the aim of attracting around 200 mid-sized enterprises. A 280-acre modern poultry farming project and a diabetes dialysis and medical wellness cooperation are being advanced in parallel, piloting a "University + Foundation + Enterprise" collaborative model to help Malaysia consolidate its position as a global Halal industry hub.
三方签署合作了解备忘录
丰麒集团有限公司负责人卢朋博士、博特拉大学控股主席拿督莫哈末法兹、敦拉萨教育基金总执行长拿督斯里莫哈末扎比，日前在博特拉大学 MDTC 科技中心正式签署三方合作了解备忘录。签署分两个环节：博特拉大学控股与敦拉萨教育基金签署合作协议，敦拉萨教育基金与丰麒集团签署跨境合作协议。
Dr. Lu Peng, head of Fengqi Group, Dato’ Dr. Mohd Fauzi Bin Hj. Ramlan, Chairman of UPM Holdings Sdn. Bhd. (UPMH), and Dato' Sri Dr. Md Zabid Abdul Rashid, Chief Executive of the Tun Abdul Razak Education Foundation, formally signed the tripartite Memorandum of Understanding at the MDTC Technology Centre of Universiti Putra Malaysia. The signing comprised two segments: a cooperation agreement between UPMH and the Tun Abdul Razak Education Foundation, followed by a cross-border cooperation agreement between the Foundation and Fengqi Group.

The park has been sited in Pahang, with land designated by the government for Halal-specific use. The project focuses on four pillar sectors: Halal food and beverages (certified by Malaysia's Halal Development Corporation, HDC), Halal pharmaceuticals, Halal nutraceuticals, and Halal cosmetics. Positioned as a modern industrial hub integrating R&D, production, certification, trade and logistics, the park is benchmarked on "digitalisation" and "green" standards, targeting around 200 mid-sized enterprises.
智能养殖与医疗康养双线推进
丰麒集团同时协同推进约 280 英亩现代化肉鸡养殖项目，引入中国战略伙伴的全自动化立体养殖技术。在医疗康养领域，集团与博特拉大学合作建设透析与糖尿病管理中心，引入数字化和人工智能技术提升医疗服务可及性与运营效率，从源头管控降低糖尿病发病率。
Fengqi Group is concurrently advancing a 280-acre modern poultry farming project, introducing fully automated multi-tier farming technology from a Chinese strategic partner with over 20 years of experience. In the medical and wellness domain, the Group is partnering with Universiti Putra Malaysia to build dialysis and diabetes management centres, leveraging digital and AI technologies to improve healthcare accessibility and operational efficiency, with an emphasis on source-level prevention to reduce diabetes incidence.

The three parties form a resource-complementary "Golden Triangle": Universiti Putra Malaysia provides technical expertise, medical certification and research support; the Tun Razak Education Foundation provides land and local network resources; and Fengqi Group focuses on industrial investment and technology integration. Dr. Lu Peng noted that the global Halal industry is a vast blue-ocean market, and Malaysia's JAKIM-led certification system — the most authoritative in the world — serves as a "golden passport" for Chinese enterprises entering the Halal market.
